The Licensing Officer (LO) presented a report to the Sub-Committee outlining an application which was received on 6 November 2023 for a new premises license at D’Will Events Space Centre, Selinas Lane, Dagenham, RM8 1QH, which was currently operated as a church.

 

The applicant sought the following licensable activities and timings as set out in Appendix A and A1 to the report:

 

Performance of Plays, Live Music, Recorded Music, Performances of Dance, Provision of anything like Live Music, Recorded Music and Performances of Dance, Supply of Alcohol (for consumption ON the premises) and Late-Night Refreshment indoors & outdoors:

 

Monday to Thursday: 08:00 – 01:00 hours

Friday & Saturday: 08:00 – 05:00 hours

Sunday: 08:00 – 03:00 hours

 

Late Night Refreshment:

Monday to Thursday: 23:00 – 01:00 hours

Friday & Saturday: 23:00 – 05:00 hours

Sunday: 23:00 – 03:00 hours

 

Hours Premises are Open to the Public:

Monday to Thursday: 08:00 – 01:00 hours

Friday & Saturday: 08:00 – 05:00 hours

Sunday: 08:00 – 03:00 hours

Non-Standard timings

During the Festive period, religious events and Bank Holidays that do not fall on a weekend, weekend hours would apply.

 

Representations of objection in accordance with the licensing objectives were received from the following responsible authorities:

 

·  Metropolitan Police Licensing Officer (MPLO);

·  Council’s Environmental Protection Officer (EPO); and

·  Council’s Licensing Authority Responsible Authority Officer.

 

Further to the said representations the applicant presented additional information whereby they had proposed a reduction in the operating and sale of alcohol hours, as set out in supplementary papers circulated prior to the hearing, together with adjustments to the operating schedule. 

Notwithstanding the above, the applicant representative advised the Committee that the applicant was inexperienced in completing the application for a new premises license, and furthermore, whilst they had sought advice from other persons, they had not engaged professional support prior to presenting the application.

 

Consequently given the level of objection, and on the advice of their appointed representative, the applicant had decided to withdraw the premises license application at this time.  Having had informal discussions with the responsible authorities, it was decided by the applicant that the best way forward was to submit a number of Temporary Event Notices (TEN’s).  This would allow for more training and experience for staff to run licensed events prior to submitting a revised application with proposed reduced hours of operation and a more robust operating schedule.  It was anticipated that this would then meet the Responsible Authorities requirements to better suit this type of venue, particularly covering the hiring of the premise to third parties.
