Decisions:

Received a report detailing those areas of the Respect Housing Management Standard which, in order for Barking and Dagenham to sign up to, required a change of policy.

 

Agreed, in order to help bring Council Services in line with those regarded as best practice, and to help to combat anti-social behaviour, to:

 

1.  Sign up to the Respect Standard for Housing Management;

 

2.  The reviewed Anti-social Behaviour Policy and Procedures (Housing Management);

 

3.  The use of Demotion Orders as a suitable tool to tackle antisocial behaviour in tenancies managed by the Council where appropriate;

 

4.  The use of Introductory Tenancies as a tool to tackle anti-social behaviour in all new Council tenancies, subject to public consultation;

 

5.  Delegate power to the Divisional Director of Housing Services to revise the Conditions of Tenancy, following public consultation, to reflect Introductory Tenancies, new legislation and other changes since 2003.

 

6.  Note that the proposals will be funded from the Housing Revenue Account.
