Decisions:

Received a report concerning the Planning and Compulsory Purchase Act 2004 which provided for the saving of policies in adopted or approved local structure and unitary development plans (such as the Barking and Dagenham Unitary Development Plan) for a period of three years from the commencement date of the Act, which was 28 September 2004.

 

Local Planning Authorities were expected to ask the Secretary of State to save a number of UDP policies beyond the three year period, if they wanted to be able to continue using them.

 

Attached to the report was a schedule setting out all of the adopted UDP policies and identifying which of them it was suggested that the Secretary of State should be asked to extend.

 

Agreed, in order to avoid having a ‘policy gap’ between 27 September 2007 and such a time as the Local Development Framework is adopted and therefore assist the Council achieve its community priorities of ‘Regenerating the Local Economy’ and ‘Improving Health, Housing and Social Care’, to:

 

1.  The Proposed Schedule attached at Appendix A of the report which set out which UDP policies LBBD would like to save for use beyond September 2007;

 

2.  The deletion of those policies which LBBD does not want to save for use beyond September 2007; and

 

3.  The Director of Regeneration being authorised to make non-material changes as may be necessary prior to submission, particularly in respect of the Council’s arguments for saving policies, and also any changes recommended by Government Office for London (GOL) or the Greater London Authority (GLA) in response to the current pre-submission consultation, subject to no additional policies being earmarked for deletion.
