Private Finance Initiative (PFI) Joint Insurance Proceeds Account Mandate pdf icon PDF 47 KB

Minutes:

Received a report on the need for the Council and BY Education (Barking) Limited, the contractor for the new Jo Richardson Community School and the new and refurbished buildings at Eastbury Comprehensive School, to establish a Joint Insurance Proceeds Account to handle insurance monies that may be due during the operation of the 25-year Private Finance Initiative (PFI) contract.

 

Agreed, in order to comply with the terms of the PFI contract, to:-

 

(i)  The establishment of an appropriate joint bank account with BY Education (Barking) Limited to deal with Joint Insurance Proceeds as detailed in the report; and

 

(ii)  Authorise the Corporate Director of Children’s Services and the Divisional Director of Corporate Finance (and their successors) as signatories to this account.

Conservation Area Appraisals - Dagenham Village, Chadwell Heath Gun Site and Abbey Riverside pdf icon PDF 92 KB

Further to Minute 168 (27 March 2007), received a report presenting draft conservation area appraisals and management plans for the remaining three conservation areas in the Borough at Dagenham Village, Chadwell Heath anti-aircraft gun site and Abbey Riverside.

 

Agreed in order to assist the Council to achieve its Community Priority of ‘Raising Pride in the Borough’ and comply with planning policy guidance:-

 

(i)  The draft conservation area appraisals for the Dagenham Village, Chadwell Heath anti-aircraft gun site and Abbey Riverside and the Borough-wide draft Local List of Building or Buildings of Merit as appended to the report, which will now be subject to public consultation; and

 

(ii)  Authorise the Corporate Director of Regeneration to make any necessary non-material changes to the documents prior to the public consultation exercise.

 

Also asked the Corporate Director of Regeneration to provide details of the grant funding issue to the Lead Member for Community Safety.

Docklands Light Rail (DLR) Dagenham Dock Extension - Response to Consultation pdf icon PDF 72 KB

Received a report on the Docklands Light Railway Limited (DLR Ltd) consultation on the details and options of extending the DLR from the Docklands / Beckton area to Dagenham.

 

Discussed the regeneration, development and associated public transport expansion opportunities that could arise from an extension to the DLR and, in particular, the potential negative impact on existing infrastructure of a longer-term vision of the DLR being extending up to Dagenham Heathway.

 

Agreed, in order to assist the Council to achieve its Community Priority of “Regenerating the Local Economy” and the delivery of the London Mayor’s Transport Strategy and the Council’s Local Implementation Plan, to:

 

(i)  Fully support DLR Ltd’s proposal to extend the Docklands Light Railway to South Dagenham (Chequers Corner);

 

(ii)  The route alignment issues in respect of crossing the River Roding and Barking Riverside and the route terminus proposal, as detailed in the report; and

 

(iii)  Authorise the Corporate Director of Regeneration, in consultation with the Corporate Director of Resources, to approve the final terms of the Council’s formal response to DLR Ltd as set out in Appendix B to the report, subject to appropriate amendments to reflect our support for longer-term links to the London Underground District Line being achieved without impacting on existing infrastructure in the Dagenham Heathway area.

Received and noted the performance management report for the final quarter of the 2006/07 financial year showing performance across the four major areas of performance, projects, pounds and people, which was considered in detail at the Executive/CMT Strategy meeting on 15 May 2007.
