Declaration of Members' Interests

In accordance with the Council’s Constitution, Members are asked to declare any interest they may have in any matter which is to be considered at this meeting.

Minutes:

There were no declarations of interest.

2.

Appointment of Chair

Minutes:

Councillor Bremner was appointed as Chair for the meeting.

3.

To consider whether it would be appropriate to pass a resolution to exclude the public and press from the remainder of the meeting due to the nature of the business to be transacted.

Minutes:

The Sub-Committee agreed to exclude the public and press for the remainder of the meeting, as the business was confidential.

4.

Monitoring Officer's Report- Report into an Allegation of a Breach of the Members' Code of Conduct

Minutes:

The Investigating Officer presented a report on behalf of the Monitoring Officer in respect of an allegation of a breach of the Members’ Code of Conduct.

 

The Sub-Committee, having considered the contents of the report and an admission letter from the Member to the Monitoring Officer, was satisfied that while there was no evidence of a conflict of interest or breaches of the Code of Conduct while the Member was acting in a Cabinet role, they found that the  evidence established that the Code of Conduct had been breached by the Member on three occasions in that the Member had failed to update the Register of Members Interests by disclosing all their and their spouses disclosable pecuniary interests.

 

As a result, the Sub-Committee determined the following sanctions would apply:

 

b) That the findings of the Sub-Committee be reported to the Council Assembly at the meeting on 21 November 2018.

 

f) The Monitoring Officer be instructed to arrange training for the Member in relation to Code of Conduct matters.
