The Government undertook a consultation as part of its Green Paper on Special Education Needs and Disabilities (SEND). The Green Paper follows the review of SEND reforms introduced in 2014 which found that, whilst there had been improvements, navigating the SEND system and alternative provision was not a positive experience for many children, young people and their families. The review also found that outcomes for children and young people with SEND or in alternative provision were consistently worse than their peers across every measure and that the system was not financially sustainable.
